How Can I get Arceus in Japanese Version of Pearl?

I was surprised cause my friend has an Arceus in his Pokedex, but he doesn't have a Mystery Gift!(Fushigina Okurimono). So please, tell me how to get one.

PS> I have a mystery gift, but still, no Arceus. And I'm using a Japanese version. Thanks.
