How Can People Get Away With Tinted Black Windows?

It is against the law here and I see tons of people who have them.

Are there certain people that are excluded out?

I kno private investigators have tinted windows for secret purposes, but not everyone is a p.i.

I usually only give tickets for illegal tinted windows, but  in this state, I have the option of either forcing them to remove it on the spot before further operation of said vehicle, or have it towed to a garage where it can be removed before continued operation of the vehicle.(at the owners expense of course)

but this treatment is reserved for those who get smart mouthed and argue about it.

who told you PI's can have tinted windows?

medical excuse on one window only.

and law enforcement only because this could deter a sniper from getting clear shot.

Because some police do not pull over for it and L.A. has enough problems to solve.

Okay lets say this, its way too time consuming to pull everyone over with tint...

Also if the persons car is registered out of state, you cannot write  a ticket for it, as you cannot enforce another states laws.

I'm not from Los Angeles, but if I catch people with illegally tinted windows, I ticket them.

I live in L.A and do not have tinted side windows because I have many friends and family that have been cited. The only exception that I know is a family member that is in the L.A. Fire Department. He gets pulled over occasionally (he drives a Corvette with DARK windows) but never gets cited.
