Age? If a young filly (like under a month old), put a halter on her and use a butt rope (loop a soft thick rope around her butt) to encourage her to move with you if she doesn't voluntarily come with you.  Treat and praise when she comes along.  If it's an older filly who's not halter broken (i.e. bred by a very irresponsible person), then since you don't know how to do it, consult a professional trainer, you'll need the help.  A larger filly that is not halter broken can be very dangerous when you don't know what you are doing.
