How Can i Put a Picture as a URL?

Question

i am trying to make a youtube background, but to do so i need to have the picture i want as a URL, how can i take an ordinalr picture form "my documents" and make it a URL?

Sign up for a service like Photobucket com and upload the image.   Photobucket will then give you the image URL.
