How Could I apply again for an Tourism Visa at the US Embassy???

I know I can, but a need to know IF THEY HAVE A RECORD OF THE REJECTED VISAS since I couldn't obtain my visa because I said my mother is living there. I don't want to stay there for living or working. but I guess if I go back to apply for my visa again and say MY MOTHER IS NOT LIVING THERE (which is a lie), they have a record of my former applicacion???
