Any add-ons for WoW that you want to install are placed in the AddOns folder in the World of Warcraft directory after download, for example:

C:\Program Files\World of Warcraft\Interface\AddOns

As to where to get quest helpers, I recommend downloading and installing WowMatrix.  Once it is installed, you can pick and choose from hundreds of different add-ons including several quest helpers and quest trackers (advice: don't go crazy).
