you will need a couple coats of tinted primer, they usually tint the primer to the blue that you will be using , make sure to tell them when you purchase the blue paint , this way the red will not bleed trough .I have done that so I know!1

That'd be a problem. Strip the paint, then apply a primer, and then paint it dark blue.

Get some primer tinted blue.Prime then paint two coats of Benjamin Moore dark blue. No need to scrape. Where did that come from?

just paint over it, blue is darker than red so you dont REALLY need primer but you could use it

i would  paint over the red paint with a heavy coat of white. This will then make the dark blue a lot more vibrant and stop any color mixture happening.

it takes like 4 coats to look good.

I agree with the Kilz and they now can tint it.....best primer I ever used...and it covers great I used it to go from dark brown to white.
