How Do I Turn Air Conditioning On In House?

Ive been trying to turn it on, its at 32.0 room temp, I tried to move it down to 15.0 by pushing the "Down Arrow" and it went to 15.0 then it paused then went back to 32.0, if I push the arrow down again it would go to 14.5, I have the system on cool, and the fan on auto. All thats on the screen is: the date, and this circle labled as "System" and it has "Cool" on the inside with a snowflake to the right of it, and it has 32.0 room temp, and below it theres a flashing "Filter" I tried waiting for around 30 mins, it doesnt change at all, what do I do? how long does it normally take to get down to a lower level if I AM doing it right?

It has been preset, probably by previous owner.  When you want it to stay at a temperature, set it then push 'hold'  It will stay there until changed.
