  1. Go to: MS Word> Tools> Options> View. Here, click on the Check-Box named "Text Boundaries", Click "OK".

  2. This will depend on the type of border you want.  I'm using MS Word XP and the process should be similar for other versions.

    If it is a border around the entire page, you can do this by going to View=>Header and Footer, then by going to Insert=>Picture=>Clip Art.  There you can search the text for "Border" and you should get several different types of clip art.  You can insert the one you like, then right mouse click on it, and select Format Picture.  Go to the Layout tab and select "Behind Text".  Now you can resize your picture by grabbing the edges and dragging it to the desired position and size.  Once you close the header and footer, you can type directly on the page and it won't affect the border, and it will duplicate for all other pages.

    If you simply want a border around specific text, or around a paragraph, you should select it, then click the "Tables and borders" or "Outside Border" buttons, this should give you what you need.

  3. Click on Format > Borders and Shading

    Select what you want from the options (by trial and error if necessary)

    Click OK
