How Do You Make a Doll?

I am 14 years old and and I love Star trek voyager! I would LOVE to but a Kathryn Janeway doll online, but I only have 20 dollars to my name. I was thinking about just making a Captain Janeway doll myself, but I don't know how I would do it. I cannot sew (just thought I would mention that). Any ideas on how to make a doll (or action figure w/e) with no sewing and under 20 dollars?

Hello fellow Voyager Enthusiast!

   The hardest part about making a Capt Janeway doll would probably the clothing. I did a quick search on ebay and amazon and did not find anything for patterns, doll clothing or action figures under $20.

An idea would be to get any kind of generic doll and, with black pants and shirt, you could hot glue command red material to the top part of the shirt.
