  1. Many of the small organisms may have died, or they are taking a long time to grow. Odds are the rock will be teeming with life in another 6 months. If you don't have any luck with the rock growing its own life. you can buy a corraline algae starter kit. corraline algae is algea that comes in beautiful shades of purple pink green, and many other colors. You just open the package and put the shavings onto the live rock. Then it will begin to grow. It makes the rock look nice and keeps other nuisance algae from growing by using the nutrients.

The organisms on your rock may not be getting enough light, your rock may have life that depends on powerful lighting. If your lights arent strong you can try upgrading to stronger lighting

  2. The appeal of live rock is that it comes seeded with various sponges, corals, anemones, algae, etc already on it. When you buy it all that stuff is microscopic but will grow over time. Odds are your live rock will look great eventually, just be patient. Part of the fun is seeing what turns up. It's possible that the curing process killed off most of the organisms, in which case it will take longer before you see growth. Reef supplements might help in the meantime.
