The PlayStation Forums have a place to report abusive players.

They created an account for people to send information to report cheaters and abusive players.  They will not respond back to you, so don't expect to know if the person is actually banned by asking them.

You'll need to provide the following info:

*  Please use this profile to only report cheaters, glitchers, and abusive players.

*  Provide their exact player name

*  Provide your player name

*  Report exactly what was said to you if it is harassment being reported

*  Give as much detail as possible IE: What, when, where, who, and how
