How Does Browns Gas Work?

In layman terms please. And, does it really live up to all the hype? If it was such a great alternative energy source why isn't EVERYONE using it? I heard you can get 60mpg on a radio advertisement for a Browns Gas Kit.

Electrolosys.  The seperation of 2 types of hydrogen from oxygen in H20.  Both are needed for proper combustion.  Two electrodes are oppositly charged and introduced into water, thus producing HHO, in a nutshell.
