  1. Well it's like this the congress writes a law, the president veto's it, congress overturns him, the president appoints a judge, the judicial branch declares it unconstitutional, the president says s***w you I'm not enforcing that, Congress impeaches the president.... and on and on.

    There you have your checks and balances.  All In Fighting All the Time.
