How I can make a professional looking e-mail with pictures and web links?

I have word but I am not sure if I can do something like this on there.

You're going to need an HTML editor.  A lot of it will also depend on your mail program and how you'll have to cut-and-paste from an external editor to get the e-mail into it.

If your e-mail program allows using Word as an editor (Outlook does, not sure about Outlook Express), you can use Word, but plan on the e-mail being huge; Word isn't very efficient with HTML.

There are lots of HTML editors out there, many of them free.  Way too many to know what they are or have used them all.  I use Front Page and Notepad.
