  1. Your computer would have to have that language pack on it.

    if you have windows xp, go to start; control panel; date, time, language, and regional options; regional and language options; languages (panel); click on details;  add input language Hebrew, Hebrew (or Israel) keyboard layout, then press "ok" for everything, and you can officially press "alt+shift" in order to toggle between English and Hebrew on your keyboard.  Mazal Tov!
