How I send a message to a seller in ebay.?

When I try to send a message to a seller I want to make a deal with it says the seller does not have a credit card on file or I have identify myself with a credit card (witch I done have) or with a cell phone confirmation code that they do not send to me and all I want to do is contact the seller.
