All downloads are not free. Also, u are downloading the web page. You shoud'nt browse too many web pages at a time.

Give us a bit more information, it's not clear what you are asking.  Your bill is usually a set price which should include a certain amount of usage (d/l and u/l).  If you use more than your allowance the bill will show something like:

Excess usage - 400mb @ 10c/mb = $40.

Downloading doesn't mean when you download file only. Every time you go to website, it's also considered you download since the web browser needs to download the web page contents
