Title tag should be: 60-70 characters

Description tag: 150 to 170 characters

Keywords: 250 characters

Title: Can be upto 8 words which should not go beyond 80 characters.

Description: Not more than 200 characters

Keywords: Not more than 20 words and not more than 500 characters.

These are the basic standards, do remember that different articles/authors say differently. But make sure you always have less than these standards so that you are optimistic rather than using the standards upto the max extent :D

Title: use 2 - 5 words (as required) and the characters not beyond 70. This way you are always with in the limits even if you compare with two different SEO books
