Whats the Top Speed you can get through upgrades and so forth?

They are limited because of stability problems at high speeds.

Infinately. The rear end and chassis can be modified for stability, the engine can be modified with every single part it has (even the block) for performance, andthe car can be lightened. There's an infinite # of things that can be done. An '05 Mustang could even be modified enough to run at over 300 mph. There's really no limit.
