  1. If he was not convicted of the offence by a court, it cannot be on his criminal record as a conviction.

It is a different matter if he agreed to accept a caution from the police in return for the charges to be dropped, this is an admission of guilt and will stay on his police file.

  2. Courts do not destroy records.  the record that he was charged and that the charge were dismissed will remain in the courthouse forever.

  3. Be very careful of taking things to Court. It could cost quite a lot of money. Your friend's best bet would be to check with the Police concerned where the 'offence' was committed. They'll be able to tell him if the offence is definitely on record or not. If it is then the next thing he should do is book an hour with a Solicitor for advice on the next step to take.

  4. If the case was dropped I can assure you that it WILL NOT be on his record

If he tells you otherwise, then, sorry, he/she is lying
