I guess you'd have to say that English speaking Westerners have no idea how "fatwa/order/hukum/shasan made by a releigious leader" would have anything to do with a rich man helping the needy.

In Western nations, the rich help the needy all the time without religion. The two biggest philanthropists in the world are Americans, and at least one is rumored to be atheist.
