  1. We already have huge tolls downtown- they're called parking fees.


  2. Unless you have absurd tolls you probably won't move all that many people off the roads.

    Public transport needs to be up to the task if you want people to use it so you might need to invest money in it (and don't even think of buses as the way to get cars off the road, they pretty much only serve the transit dependant).

    Bicycles lack the stability to be a reasonable transportation technology.

    I love to bike and walk but it's a choice.

  4. Everyone would pretend to be tourists. We can barely afford gas!

  5. I think it would be a bad idea because it would just make people angry and would give them a negative attitude towards saving the planet and they wont recycle.
