How am I ticket free?

I live in VA...went to court today for a speeding ticket and plead guilty. The prosecutor said I had a clean record and I was let go. I am 20 and exactly 2 years ago, I was convicted of failure to obey a highway sign and slightly before that I had a no seatbelt. I received both tickets at 17, but I didn't pay/go to court for either until I was 18. How is my record clean?

  1. Although you did not go to court or pay the applicable fines and costs until you were 18 years of age, the violations occurred when you were still a juvenile.
