The U.S. does allow dual citizenship.  Some other countries also do, but some require you to renounce other citizenship in order to have theirs.  So..everything depends on the countries involved and on what basis you think you qualify for their citizenship. Your question does not give details so it is not possible to give a specific answer.  For instance...if you are an American citizen, but your parent was born in another country, you may go to the consulate or embassy of that country in the U.S. and ask how to apply for citizenship by descent.
