How and why has flooding in Bangladesh occurred?

I`ve been to Bangladesh before. Bangladesh located on the lower part of India. The Chinese has an old proverb talking about mankind seeking for power and go for higher positions as for water running for lower lands.

The reporter says it's global warming and the melting ice caps or something. Bangladesh is on slit, and it rains like almost everyday for some minutes too.
