  1. One way is to not even let it come up for a vote. the speaker decides what gets voted on

    There are probably other ways that I dont know, like sending a bill to a committee where is wont come out of

    c:or may pigeonhole bill (not vote on bill but delay consideration)

The Speaker controls the Rules Committee, e.g. appoints all its members herself.  Each bill that comes to the House floor is accompanied by a rule - it sets the length of debate, whether or not amendments can be offered or which ones can be offered.  Through the Rules Committee she can prevent a bill from reaching the House floor.

    A bill could also be scheduled to come to the floor under a procedure called "suspension of the Rules" - this is generally used for non-controversial bills such as naming a post office.  However, 2/3rds of the Members present and voting must vote Aye - which for a controversial bill is very hard to do.

    A bill can also be referred to numerous Committees - which can be a death sentence for legislation as each Committee will amend the bill to ensure it remains under that Committees control.
