  3. Ghettos are a convergence of congestion and poverty.  

    Wherever the have been ghettos, these elements have been present.

  4. What was once nice and new housing gradually degenerates due to time, use and abuse so the rent stays lower than areas which are developing around them with higher rent. These lower rent areas become popular neighborhoods for drug, alcohol and crime activity for various reasons.

  5. i think that they're created by the significant amount of people usually certain groups of people with low incomes and under education that move into a specific area, so the area will have more occurrence of crimes such as stealing money, robbery, unlawful behaviors, and so it will generate higher crime rate in the specific areas so thus the real estate value will go down in the region, and the majority of the residents living in the location will be consequently poor people because rich people will move out of the area and move to somewhere better to live and safer.

    so i think there's close relationship between the economic level of the location, crime rate and security, and the condition of people living in that area.

A particular area is designated as having a low cost of living... neighborhood.  The rents are lower, there might be more factories in the area, or it might be in higher traffic areas.  People that can't afford to live outside of those areas are forced to move there.  Crime, drugs, alcoholism follows.
