  1. HURRICANE, TYPHOON, and CYCLONE are all the same exact thing. The only difference is where they form. They are called typhoons in the western pacific. So if Japan has a major hit, then they will be talking about TYPHOON all over the news. They are called cyclones in the indian ocean, and hurricanes in the eastern pacific ocean and the atlantic.

  2. There is no difference.  Every country or continent has its own scale of measuring the size of a storm.  Since there is not one device used world wide to determine the size/strength of a storm each company has a different word for it. However, they are all the exact samething.

Take an earth quake for example.  Every country in the world uses the same device to measure the size of the earth quake, therefore there is one name world wide for the action.  If everyone in the world came together and used the same device to determine wind speed, size, temp of a "hurricane, cyclone, typhoon" they would all have one common name.

  3. We can't, because you assume that they are different. You could technically say that they're based on geographical locations, but most people call them such-and-such equivalent or just the generic "tropical cyclone" regardless.

Also, hurricane and typhoon usually refer to storms that have winds greater than 65 knots (74 miles per hour).
