If Italy ties 1 - 1 and Romania loses, then point c) would apply and Italy would be in since they would have scored two goals in the matches not involving the Netherlands while France and Romania have one each.

If Romania loses 3 - 0 and Italy ties 0 - 0, then Romania, France, and Italy would all be equal in points, goal differential. Since they all tied each other, there would be no points advantage or goal differential advantage in the games involving the three. The tie breaker then is goals scored in the games not involving the Netherlands. France would be eliminated. It would go to point f) between Romania and Italy.
