  1. they aren't. thats why they are alternatives. but they hurt the environment in other ways. like with biofuels, it increases food prices because it creates competition for stuff like corn, soy, ect. and we clear away sections of the rainforest to grow more.

  2. Compounds that deplete ozone in the stratosphere are chlorofluorocarbons (CFCs), halons, carbon tetrachloride, and methyl chloroform.  These did not come from fuels.  These compounds are stable enough to remain in the atmosphere until they got up into the middle of the stratosphere where they would finally be broken down by ultraviolet radiation releasing a chlorine atom.  These chlorine atoms cause the breakdown of large amounts of ozone (O3) in the stratosphere.

However, all of these compounds have been phased out through an international agreement called the Montreal Protocol.

The issue with fuels relates to the carbon dioxide (CO2) and other gasses emitted by burning fossil fuels (coal, oil, gas), which has a different effect (warming the atmosphere).

  3. Who is in charge in the government to measure such a loss - EPA- Environmental Protection Agency?   or more likely in the fuel = carbon dioxide measurement business...

I'm sorry I don't know.  I don't know who to ask but maybe online.  Good Luck!
