How are athletics sprint times calculated?

I notice that in an event like the 200m, it give you the wind time (eg +0.9s), is this added/subtracted to the recorded time or is it just to give an example of what the time would be without wind?

  1. The wind speed determines how much of an advantage the runners have.

    Too much and records don't count.

    Maximum legal wind speed is 2.0 meters per second

    If it is over that, times are recorded but not recognised as being a record if they are faster.
