  1. This is a dirty little secret.  Governments and companies AREN'T conserving water.  In fact, governments put the neccessity of conservation on the populace, while justifying government's NEED to carry out it's essential functions by continuing to use just as much, if not more water than before!  As far as companies go, they have lots and lots of money to fight the government for their RIGHT not to have to conserve, so they con continue to use all their process water to continue to make more money and the government doesn't go after them very hard, because if the companies made LESS money, they would pay LESS taxes to the government and then the government wouldn't be able to carry on its alleged necessary functions!

It is all very inbred and very convoluted.  Suffice it to say, if the government wants to make the people do ANYTHING, under ANY pretense, the government will ALWAYS exclude itself.  And the government will hardly ever get after the companies for not doing whatever it is if it will dig, in any way, into its pockets.

Having said that, if a company finds it advantageous to change it's manufacturing methods, and it happens to coincide with something the government decrees, you can bet that the company will make a huge deal out of complying with the government's wishes.  They get huge PR benefit from carying on a loud and vociferous campaign.

So when you hear of a company loudly speaking out about how good a government decree is, and how they back it 110%, FOLLOW THE MONEY!!!

  2. The Brazilian government moved towards energy independence, when the United States had the oil crisis in the mid-seventies under the Carter Administration. As of today, Brazil is energy independent, they utilize vast sugar plantations as the major ingredient in their use of ethanol.

Germany is converting to solar power and has caused a shortage of solar panels in the market place because of such high demand, the unintended consequence of this is that petrochemical fuels are necessary to make plastics and solar panels that has caused a spike in manufacturing these products.

France is predominantly dependent on recyclable nuclear energy, they sell their electricity to other countries in Europe.

I believe the Falklands and the Cape in this country nearest to Martha's vineyard frequented by the politically elite, Bush and Kennedy families, these communities have turbine wind mills, they energize their homes, citizens invest in this industry and they sell their electricity.

On the water front, General Electric purchased General Ionics a few years back, General Ionics has specialized in water purification since the late 1940s.  General Electric is producing desalination plants in Algiers, in Africa it is called the "Hummas" and they are active in Turkey and the Arab countries where water stress is already an issue.  Most recently, England is working along these same lines because they are water stressed as we speak.  Desalination of water purifies sea water and makes it potable/drinking water at the cost of $6-$8 a gallon.  Their is a growing consensus among the scientific community in 2015 the world will be water stressed and wars will be waged over water.
