  1. different countries apply to be the hosts   8 or more years in advance.   The Olympics committee   examine all the proposals,  weigh up all the pros and cons  before deciding who the host nation will be  .. The country  holding the games  needs several years  to  make all the necesary arrangements,  and to find the millions of pounds or dollars  necessary to stage  them

They "audition" for the IOC (International Olympic Committee) many years prior to the event.  Whichever cities are interested, put together a plan that will show what they will do to welcome the Olympics if they are chosen. This can include everything they can think of to impress the IOC, such as building designs, things the city has to offer, potential budget, and on and on. It's an extremely vigorous process and the competition is fierce and cutthroat. The presentations themselves are huge and produced to the maximum. This costs a small fortune just in itself. Hosting the Olympics is worth millions and millions to both the city and the country, so you can bet no expense is spared, no trick not utilized, no stone left unturned.
