  1. In a factory with magical elves who in their off time from making cookies express their pent up anger over being vertically challenged by making dubious weapons of destruction.

    But seriously, with (usually) 3 tubes of metal which fit inside of each other with a locking mechanism upon expansion released by either friction or a button/ball bearing type release.
