  1. They bind to specific receptors for the hormone on the cell surface of the target cell.

    No receptor  then no effect of hormone on that cell.


  2. Hormones don't recognize the target cells.  The target cells recognize the hormone.  There are receptor proteins on the cell membrane that bind with the hormone and then the hormone is engulfed by the cell or it is brought through the membrane.  If the receptor proteins are missing, then the hormone would be ineffective.
