How are state laws passed?

this is what i think i know about laws in general (correct me if im wrong):

national/federal laws are passed by the senate, with senators each voting, but the president can veto and vice versa i think

my question is how are STATE laws passed? specifically for california?

  1. Most State Laws are developed by voting ballots, State Congressmen and approved by their respective Governor.
