That's easy to answer. Some politician sneaks a new tax law in to a large SPENDING BILL that no
one has or takes the time to read, then the president signs the bill without reading it, then TURBO TAX CHEAT GEITHNER INFORCES IT. THUS THE AMERICAN
PEOPLE GET THE BILL FOR THEIR WASTEFUL BULL c**p!!!!!!!!!!!!!!!!
