  1. they are not parallel since the coefficients of the respective variables are not factors of the next one....

    and clearly the whole line is not a multiple of the next.

    parallel lines: ax + by + c = 0 & kax + kby + d = 0

    same lines if ax + by + c = 0 & kax + kby + kc = 0

    thus the answer is C.
