  1. Through checks and balances. For example, the legislative branch makes the laws, but the executive branch can veto them. The President can declare wars, but ultimately the Congress decides whether or not to got to war. The Congress may also impeach the President. The judicial branch may overturn unconstitutional laws or give interpretations to established laws. The President also has the power to assign judges. This is a system of checks and balances. No one branch of the government is more powerful and no one branch's action goes unchecked.
