How are you supposed to get around at a military base ?

assuming you don't have a personal vehicle. do you like walk everywhere or what ?

I always walked.  Works pretty well most of the time.

Take a bus, or catch a ride with a friend or coworker, til you can get your own car.

Walk/jog/run, shuttle bus, taxi cab. Only grab a taxi when you got a bunch of friends with ya, or you'll get skinned alive.

Most AF bases have cut out the base shuttle bus.  So if you are at Eglin AFB, you are either bumming rides or hoofing it.

Every base I've been on has a shuttle bus. The nice thing is that it's free.
