  2. The size of a horse is determined by its breed and to a certain extent the size of the sire and dam (mother and father).

It is generally accepted that a foal is born with legs 3/4 the length of its adult size so as to be able to run and keep up with its mother and the herd.

Thoroughbreds are bred to mature quickly so that we can race them at 2, and so develop much faster than your average horse.  A TB will be about 80-90% of its full grown size by about 2 - 2 1/2 years of age, but will continue to grow at a slower rate until about 4 or 5 years of age.  A "normal" horse will grow at a slower and more steady rate than a TB, but again will be fully grown by about 5 years of age.

Puberty in a horse is difficult to define - colts can reach sexual maturity at only a year or so old and I have known of fillies giving birth at the age of 3, but they have certainly not finished maturing physically by this stage.
