How big is possible to approved h4 visa if the principal visa is under h2b?

My husband have a petition for h2b visa from american base company. If the petitioned is approved and ready for stamping in our country consulate, it is ok to apply us an h4 visa as dependent of my husband at the same day of his visa stamping? Is their any chance that our visa be approved?
