How big of a fish tank do I need for a goldfish? Why is my fish turning red around the eyes and fins?

I got a goldfish from the fair 2 weeks ago. It is approx 2 inches long and has a 1.5 gallon tank. It is turning red/black around his face, eyes, and fins. He has a lot of energy and is swimming around a lot. He acts healthy and is eating a lot. What should I do? Also, how often should the tank be cleaned?

you should get a bigger tank. it is something like 10 gallons of water for 3 inches of a fully grown gold fish
