How big should a 5'2 12 year old girl's waist be?

My Daughter's is 23". Is that too small, too big, or normal?

Please keep in mind everyone's body type is different. It's hard to pinpoint what exact size she is, especially when your buying clothing because every brand's sizing is different.

Sounds fine to me. Mine is 24 and I am 5'3'.

(Don't listen to people who say she's too thin, they just think that because everyone is so fat these days.)
