How can Authenticate power of attorney letter by DFA, Manila, Philippines?

I'm in Dubai and I need to send this paper to be authenticated by DFA, Manila, Philippines but I don't know how to do this ! Fedx will do the delevry but I don't have anybody to pay DFA authentication fees esepcialy when they do not accept any things but cash .. How can do that?
