How can I achieve this effect?

If you go to http://davidloop.com/ and click on "contact and summary", the page shifts down to reveal the section. How can I achieve the same affect? Do I have to use CSS? Javascript? Not sure.

He uses lightweight web2.0 javascript framework which is called MooTools
