How can I apply for exchange student program in Australia?

I've studied there for 3 years, and now would like to study again another course or higher education, except I'm tight on budget... I was wondering if it's possible to apply as an exchange student and how does it work? It's my 1st time looking into this... thanks so much for any info u might have!

i went on a exchange student programme to Spain through it.

if i'm not mistaken i saw Australia on the list as well.
