How can I approve a message as a special notice?

I would like to be able to choose between Approve and "Approve as a Special Notice" on the page where I approve messages. I need it is because sometimes members send an email message to the group, but when I see the content I would like to approve the message as a Special Notice and not to copy and paste the message into a new Post which can be noted as a special notice, but will be marked as if I have sent it and can not have attachments.

sorry, there is no such feature available and special notice it for owners and moderators and not available to members to use.
