  1. Yes, you can apply in the embassy.  That is part of their job.


  2. US work visas are only available for college educated, professionals with skills that are in shortage in the US.  If you have one of the needed skills you must first find a US employer willing to sponsor you for a visa.

The visa has numerical limits and are usually run out during the first few days that they are made available. Applications for 2008 were 150,000 for 65,000 visas which were filled up in 2 days. These visas are processed and approved in the US and given to the US embassy in the country the approved applicant is in. You cannot apply at the embassy for that.
